Tipulid with very short wings

Hello!

This Tipulid with the size of a smaller Tipula rested on our house's wall (Ostwestfalen/Germany) yesterday. Its wings were very short. Is that a malformation or are there species with such brachypterid females?

There are some brachypterous Tipulids, but I think this one's teneral (very recently hatched).

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
