Yes, could be, but from the angle of this picture it might be another species, namely Cheilosia soror! Soror has (normally) a bright red thirdantennal segment, in scutellata it is brown to black. There are some more subtile differences, but as usual not visible on a picture. You don't have a frontal shot? Most likely soror (slightly more stout species), but as Gerard said... can't be sure on the basis of these pictures!
