Wings with transparent half , and turquoise reflections

Hello !!

This superb dipterous was on the riverfront ( the Seine, near Paris , France). With these wings with transparent half , and turquoise reflections for each other, their legs white part , it has a unique look that may help identify the species ?

A male Chironomidae sp., isn' it ?
