Hi I took this photo today in Silgueiros - Viseu with 6,2 mm frame width. The photo has about 3,6 x magnification. (used 50 mm inverted lens on sigma 105). I found this wasp above a leaf of Brassica oleracea, in a little farm. Small size. So wasp measures (6,2 mm * 11 cm) / 18 cm = 3,78 mm ok about 3,8 mm Proctotrupidae due wing venation... it seems to be from that wasp.
