It has tibial spurs. I think that rules out Cecidomyiidae. Does it have an eye bridge? |

Definitely Sciaridae I would think. Dark-winged fungus gnat

I don't think its Zygoneura as the M1 & M2 veins usually converge before running parallel or slightly divergent as they reach the wing margin. The antennae aren't right either.
