Hello, I have these tiny 2mm or less flies every year on Aquilegia vulgaris. There are three species which leaf mine Aquilegia in the UK, Phytomyza aquilegiae, P. minuscula and Ophiomyia aquilegiana. I have had leaf mines that I noticed in the past, but these inject their eggs into the spurs of the flowers which would suggest Phytomyza krygeri as according to the UKflymines site that is recorded in the UK as feeding in the seed capsules. http://www.ukflym...nondiptera I have pics of a male and female from this year, but I also have pics of a female injecting eggs into the spurs last year which should be the same species.
