ok , found it , it is limitation for other insects part of forum .....
The rules:
1. A maximum of three new threads per day allowed in the forum.
2. A maximum of one new thread per three days per user.

but, not logical, not to alow to replay to existing thread, that must be a bug.

i.e. me opened thread, got response, want to write answer, no can do.

Replying has apparently some bug, though I have not been able to pinpoint what and where it is. From one moment to the next you may suddenly have permission to reply. Try a reload of the page if you cannot reply. If you see the 'Reply' button but do not see the quick reply box, then click the reply button. It is possible that the error has to do with the panel that shows possibly related threads.
