Wasp and mealybug

This tiny wasp (hence the bad quality of photo) was traveling on a plant infested with mealybug (Phenacoccus solani). I assume it is a parasitic wasp. Any ideas about family/genus? zcuc attached the following image: [38.57Kb] |
