Is it possible to identify genus of this fly by such foto? November 2021. Transcarpathion region of Ukraine.

A better photo or sample under a microscope would help more...
but probably it is Melophagus or Lipoptena

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
