Hello,

Found this fly in Pyrénées, I think it's the genus Stilpnogaster.
In France, I see we have two species : S. aemula and S. stabilis. I don't know which of the two it is ?
The size is estimated and not measured.

Based on the red base of the hind femur I would say S. stabilis
