Taken yesterday in east China (Zhejiang province). Wing venation and general body coloration kind of similar to Carcelia laxifrons (https://www.disco...mp;res=640). Could it belong to the same genus? Many thanks in advance!

but the tibiae are black….

More like Thelyconychyia or similar.
