I always heard it is next to impossible to identify Psychodidae from photos. This one looks to me like a Clogmia spec, but I hope for you a real specialist will be able to give you correct information.

Clogmia albipunctata. Unless you are in tropical Africa or Asia, there are really no other species it can be confused with.
