Normally, I would expect to see halteres on a fly instead of a second pair of wings. But on this fly, it looks like a second set of wings. I don't think I got another view where halteres would be more apparent. If this is some other anatomical feature, what is it?

See wing figures on Manual of Nearctic Diptera page 30. There is a flap called the alula near the base of the wing which in this case is folded.

Ahh, thanks. By folded, I guess you mean folded relative to the rest of the wing.
