Hello: I'm totally not an expert, but I think it looks like a Gastrozona sp. I found a research paper on this genus in India, and I think this fly might be a G. soror The research paper is: K J, David & Hancock, David. (2017). A new species of Gastrozona Bezzi (Diptera: Tephritidae: Dacinae: Gastrozonini) with an updated key to species from India. Zootaxa. 4216. 55. 10.11646/zootaxa.4216.1.3.
