Unknown fly at the pond

It was roaming about the bottom of a dried up pond covered with Lemna. Body length around 3 or 4 mm. I wonder at least of which family it is. Pictures were made on Oct. 24, 2005, Naro-Fominsk, Moscow region, Russia. |
