today and yesterday I found these flies on Cirsium oleraceum in Saxony in Germany. Is Chaetostomella cylindrica the right species?

Yes, Chaetostomella cylindrica is the right species.

Yup, you can view the wing from above (dorsal side) and from beneath (ventral side).
