Is this a fannia sp. [species in the Fanniidae family] and can it be determined from the photo?
Location: Norway, North-Norway 68degN in the border between Nordland and Troms.
Habitat: Near the sea. In grasland/edge of birchforrest.
Size: unfortunately not determined. But initially wrongly determined as a small hoverfly.
Date: 05.06.2019
Experts have told me that determination can be done by the "spikes" on the legs.. hopefully.

Many thanks and many greetings from the cold north.

Where are the meaning abbreviations of Lindner's series Die Fliegen der Palaearktischen Region, ie. f1: anterior femur, ...and what about "p"? (I don't possess volume I)

Yup, you can view the wing from above (dorsal side) and from beneath (ventral side).

Hey Dipterists! Quick Question: Vein r2+3 bare beneath. I've always assumed that this is below as in when you look at the wing flat. Am I right? Thank youuuuu! Pfft
