A small, hairy, interesting fly. What family?

This fly was at the edge of a photo I was taking of a moth. Later I decided the fly was more interesting than the moth. The place was Cartago, Costa Rica, and the date 28 May 2015. The habitat was mixed open areas and tropical forest. Elevation 1000 meters. Any ID help will be appreciated!
