Would it be possible to ID the genus/species? Could it be a Minettia or Meiosymiza?
Photos from a friend's blog taken 24.06.11 in Warsaw.

I don't see the intra-alar bristle that species of Minettia have.

Can you provide a picter zooming in on the frons. It could be Sapromyzosoma. (Any side view available/)

No, it remains unID-ed. The ocellar setae should at least form a square with the posterior ocelli or are placed even wider apart. So, no Sapromyzosoma. Put it in the 'dumping ground' that Sapromyza still is.
