Hi Ray Perry,

I'd say Eulophidae - probably the same issue regarding species ID as with chalcid wasps in general and the pteromalids in particular (referring to your other post).

It's Pteromalidae subfamily Miscogasterinae. Perhaps a Lamprotatus species?
