I haven't enough book to ID my fly. I just look ti other picture of the gallery and compare.
So this one look like one nammed Phrosia albitarsis (the same bad picture too, sorry Nikita) but in the comments Nikita say "has to be in genus Cordilera"
What's do you think about ?
