I think it is Pseudosieoptera (=Sieoptera) demonstrans, Henning 1941, Ulidiidae as you thought.

Dear Loepa.
As I wrote in different sources it is Pseudoseioptera demonstrans or Seioptera demonstrans. According my key (Diptera of Russian Far East) - Pseudoseioptera demonstrans recorded for North-East China.
As for nomenclature - you can check at http://www.sel.barc.usda.gov:591/Diptera/names/searchNo.htm
