Not Muscidae (they wouldn't have the bright orange frons, and the anal vein reaches the wing margin). I think this is a female Pegomya (Anthomyiidae), and, from what I can see, P. setaria is a possibility (using Michael Ackland's key) - though the lower posterior katepisternal would probably have to be broken. But it's a difficult genus and I'm very likely to be wrong |

Now it looks as if there's only one av on the hind tibia - so I was right about being wrong . Pegomya sp. is my best guess!
