It is very hard to see the tiny characters necessary to id this fly (except to confirm Sphaeroceridae) and without a specimen this is best guess onlySad.The genus is (uncertainly) Leptocera sensu lato a large genus now a complex of several smaller genera . The slight curve in vein 3 and vein 4 reaching the wing margin indicates a species close to Leptocera sensu stricto oldenbergi. Size is a very useful clue so before I check further against a specimen can you give an estimate of length.
Slainte (Cheers) Robert

This was small. Around 2-2.5 mm.
