This is a Muscidae ; after having lightened a bit the picture, the fly seems somewhat different : the legs are actually not black, but pale coloured. I think it is somewhere around Mydaea or Hebecnema. The parafacialiae are very flat, and I can't see any long pre-alar, this let me guess it could be Hebecnema nigricolor which has pale legs (except fore femur). Otherwise it would be Mydaea electa...
