There's a number of Afrotropical Pachygastrinae with scutellum of similar structure. With the specimen you can try for example the generic key by Kertesz (1916). I can offer two candidates quoting descriptions by Lindner. Vein r4 is present I believe.

Aspidacantha minuta (Lindner, 1966) (South Africa, Natal)
Weibchen: schwarz. Kopf doppelt so hoch wie lang, von vorne etwas breiter als hoch. Stirn fast von 1/3 Kopfbreite, glänzend, ohne Tomentfleckchen. Untergesicht schwarz, an den Seitenrändern mit breiten silberweißen Tomentsäumen. Fühler rund, gelb mit weißlichen Basalgliedern und brauner Borste. Mesonotum glänzend schwarz, vorne stark nach vorn gewölbt, vor und hinter der Quernaht mit sehr gleichmäßiger, silberiger, kurzer, anliegender Behaarung; sie ist in dem präsuturalen Winkel über der Notopleuralnaht länger und weniger dicht. Pleuren und Sterna mit einem bogenförmigen Streifen ebensolcher Behaarung. Schildchen etwas aufgerichtet, in der Basalhälfte mit der silberigen Behaarung, apikal schwarz mikroskopisch behaart, vom Profil fast rechteckig. Flügel wie bei exigua, ohne r4, mit r2+3 proximal r-s. Randmal und Adern hellgelb. Schwinger weiß. Hüften und p weißlichgelb, ohne Zeichnung. Abdomen rund, schwarz mit zarter weißlicher Behaarung.
2,5 mm.

Diplopeltina skaifei Lindner, 1972 (Cape Province)
Männchen 2,5 mm. Schwarz. Kopf kurz, zweimal so hoch wie lang. Auge unten etwas schmäler als oben. Stirn so breit wie 1/4 eines Auges. Fühler kurz, nierenförmig, braun; die ersten Glieder vom Profil kaum sichtbar. Fühlerborste so lang wie der Fühler. Thorax gewölbt, mit kurzer anliegender silbriger Behaarung. Seiten und Pleuralgegend glänzend schwarz, mit teilweise kurzer silbriger Behaarung. Schildchen senkrecht auf dem gewölbten Mesonotum stehend, dreieckig, das Ende etwas knopfformig abgesetzt. Im Profil sieht das Schildchen wie aus zwei Lagen bestehend aus. Es ist nur an der Basis silbrig, sonst wenig auffallend, schwarz behaart; die längsten Haare befinden sich am Ende des unteren Teiles des Schildchens. Die p sind hell gelblich, die f schmutzig braunlich. Flügel glashell mit hellgelben Adern. Nur r1 ist vor dem hellgelben Randmal für eine Strecke dunkelbraun; r4 vorhanden. Schwinger weiss. Abdomen breiter als lang, gewölbt, schwarz, glanzend, mit feiner kaum sichtbarer Behaarung.

Dactylotinda saegeri Lindner, 1964 from Congo is much bigger (6 mm), more slender, with pictured wings and curved finger-like apical process of scutellum.

Now I think this fly looks very much like Drosimomyia as illustrated in the Stratiomyidae chapter of the Manual of Afrotropical Diptera, yet vein R4 is present...
