Could well be, but the lack of sufficient focus on the wing together with the size of the picture cannot make me rule out Diastata ornata.

I will try to make better photo.
I have only Stackelberg A .A.1970.Diastatidae.Opriedielitiel nasiekomych evropejskoj casti SSSR. G.Ya. Bei-Bienko (ed.). Leningrad
but without D. ornata.
What features distinguishing those species?

Easiest and least variable characters:
ornata:
Cross vein r-m only just beyond the level where R1 reaches the costa;
costal setulae not reaching the apex of R4+5.
nebulosa:
Cross vein r-m clearly beyond the level where R1 reaches the costa but also clearly before the middle of cel dm;
costal setulae reaching the apex of R4+5.
