Tachytrechus notatus (Stannius, 1831) is most probable. BTW do you know Alper Tonguc from Mugla who is working with Turkish Diptera, especially Doli?
East Turkey - where is it? If near the Caucasus, then high-mountain Alp-Caucasian Tachytrechus transitorius Becker, 1917 maybe.

Thank you for your informative response Igor. The specimen taken in June, from South of Van Lake in Van Province about 500km South of Caucasus Mt Range at 2200m above sea level.

Try to ID by yourself:
7. Cercus 1.5 times wider than long; legs black, knees narrowly red-yellow; 4.0
.......................................................................................transitorius Becker
– Cercus nearly as wide as long; tibiae usually reddish-yellow; 4.0-5.5..............
........................................................................................ notatus (Stannius)
