Thank you Nigel. I would have never checked in this family. What is the difference between Pachygaster and Neopachygaster?

The darkened base of the wings rules out Neopachygaster. Eupachygaster tarsalis would in that case be an option but that one has a larger scutellum. So, this is Pachygaster atra.
