I met this couple in Kings Canyon in the Northern Territory of Australia. The bush flies are notoriously bad there, but really! They were from Texas, and said the outfits were designed to protect against mosquitoes and that they had bought them in a sports goods store in Texas. Apparently there are trousers too. They were astonishingly good natured about having their photo taken, and I did warn them I was likely to post it on the internet. They happily demonstrated the different arrangements of zips and flaps over the head and posed charmingly.

I thought Totipotent might be able to shed some light on this rather remarkable phenomenon.
