Sciomyzidae.

PS Phragmites is 'reed' in English, not 'sedge'. Sedges are Carex and related species (Cyperaceae)

Well, there is always the possibility of a new species... Smile

Fauna Europaea lists three Platycephala species. I am unfamiliar with the third one (P. rugosa), but it has a southeastern distribution in Europe.
