It looks like the celery mining fly, Euleia heraclei L., IMHO. However, it has the scutellum dark brown, which is not common for that species, I'd say. Hopefully, it is not from California...

Why sorry? Then it is certainly nothing but Euleia heraclei. In some parts of it distribution range, and especially in the spring, it can be darker than in Mediterranea...
