I guess image is bad because fly is small? (Do not forget that date (now?), place (Israel?) and size (2-3mm ?) are very helpful!
My guess is Phyllomyza, Milichiidae

Cryptochetidae! Should be genus Cryptochetum, unless the family has been revised recently. The larvae are endoparasitoids of scale insects (Coccidae)

You are right with measurement and location, sorry for my laziness, I found it inside my house and was under the impression it'll be easy to identify. Smile
