I guess image is bad because fly is small? (Do not forget that date (now?), place (Israel?) and size (2-3mm ?) are very helpful! My guess is Phyllomyza, Milichiidae Nikita Nikita Vikhrev - Zool Museum of Moscow University |

Cryptochetidae! Should be genus Cryptochetum, unless the family has been revised recently. The larvae are endoparasitoids of scale insects (Coccidae)
