I'd call this Trimerina - I think madizans is the only species in your area.

There's a second possible species: T. indistincta Krivosheina 2004. See Krivosheina, M. G. 2004: New Data on Shore Flies of the Genus Trimerina (Diptera, Ephydridae) in The Palaearctic Region,
with Description of a New Species from Finland. Entomol. Rev. 84(3): 381-384.

Thanks Jere - I've already forwarded all collected specimens of early spring shore flies to Marina Krivosheina so we'll know soon.
