Following Chandler's key, I am quite confident this is a male Platypeza consobrina.
Can this be confirmed?

The only part I hesitated was the mention of "face between strongly convex parafacials is bare" - so for clarification, there are hairs on a structure above the proboscis - is this the clypeus rather than the face?

I think P. consobrina is correct:
- Cell cup about as long as vein A1+CuA2 YES
- Legs black with base of tibiae partly and first tarsomeres partly yellowish YES
- Knob of halteres pale brown YES

Unfortunately I don't have a PDF of the book, but I can recommend the book which is available at veldshop.nl for about 15€ and includes the complete text of the key in English.
