95% probability that it is a male of U. cuspidata Meigen. It is neither a U. solstitialis (too wide wing crossbands), nor U. jaceana (black dorsal stripe on the forefemur). It is a male, and sure identity could be based on females or reared males only). The host plant is, however, Centaurea scabiosa, a proper host for U. cuspidata.
