Thank you, Andrzej. Educated guess: Opomyza florum ♀ Same specimen, dorsal habitus:  One of the many sympatric and presumably conspecific males:  
Scias characterem non constituere genus, sed genus characterem. |

With such a wing pattern it's either Opomyza germinationis or O. petrei. Although I can't completely rule out O. germinationis, it looks more like O. petrei.
