Reminds me on something determined as diptera (https://diptera.i..._id=105495) a day or so ago. Fresh water stream, under stone. No legs AFAIK.
AFAIK - does not come up for air. Slovenia.

Try using Theowald 1967 for larval identification https://ccw.naturalis.nl/
I think this would also be Tipula as most other genera, including Nephrotoma, are more or less terrestrial
