Not sure if in Meromyza you can go to species level at all in females. Most males also require genitalia. THis seems to be a very difficult genus which probably would need revision using molecular tools. But I may be wrong, and some species may be characteristic.

I only know the Fauna Hungariae key by Agnes Delyne Draskovits and Laszlo Papp. This will not be able to resolve the ID of females.

Nartshuk & Fedoseeva 2011 did not help too much as well Sad

Among diagnostic characters though, those tarsi and wing vein angles towards costal margin... Cool
