I think this is a male Notiphila, which is very common in the stream behind my garden, despite not really having any reeds in the vicinity. I assume, these will breed not only attached to reed, but also to Iris pseudacorus or any other water plant as well. I tried to key out this using Fauna Hungariae key by Papp. It quite well keys out to the Notiphila cinerea group, which is no longer identifiable without genital ids. I cannot entirely rule out the Notiphila riparia group though.
