I think this is Hydrophoria linogrisea - but I'm not sure it's not Hylemya. A full-resolution crop of the scutellum (or a proper expert  ) might help.

It does look as if the short hairs cover the scutellum without a bald area at the base, so Hydrophoria looks OK. |

I don't think it is linogrisea as the legs are not pale enough. It's a quess, but might be Hylemya urbica female. Really need to see it under the microscope, or a really good photo showing all the setae. The problem with snapping them on a leaf is that one only sees the dorsal view, and it is very difficult to identify anthos from this view. |
