You are in the right group with Neria I think. But so far to the east it could be one of the special Russian species that Ozerov describes. I'm not familiar with that frons colouration pattern.
Take a look at the European species of Neria at http://micropezid...my/term/19
Perhaps the Russian members might have a better clue, Nikita Vikhrev perhaps.
