Hello Jfdocampo & Jan, Actually a Camillidae, they look alot like Psilopa sp. (Ephydridae) The shape of the head gives it away. Also the 'Heleomyzid-like' costal setulae is something missing in Psilopa sp. The specimen has two vibrissae, blunt wing apex, dark femora and yellow anterior tibia. Sorry for misleading. Now I see (barely visible, but visible) thorns on the costa, especially on the right wing , in 3rd picture.
