NO! Nicer, this looks a lot like Paragus coadunatus Rond. But you need someone to check it closer for you! Shock
(according to faunaeuropea it's not yet known to Rumania. It is known from Italy, Morocco and from Madeira).

Thank you both. I have more specimens collected that look alike (males). I didn't find in my books this Paragus coadunatus so I didn't have the chance to compare. maybe this forum will help me more...

I contacted Ms Stanescu and she send me a paper that describe species from the Paragus genus, so I found also P. coadunatus. Then I remembered that my first problem concerning this species was the ....literature. So I decided to post here some information by the species and also o picture of the genitalia: fig 2- P. coadunatus, fig 4 - P. haemorrhous.
P. coadunatus - the paramere, view from profile, on the superior and inferior margins distinctively divergent. The eyes joined for a little distance and the occipital triangle larger comparing with other species; the third article of the antenna very court. The abdomen bicolor, first and second tergites are black and the red colour beggins gradual with the third tergite.
The paper which contains those information (and the scanned picture): R?vision du genre Peirre Goeldlin de Tiefenau - Paragus(Dipt. Syrphidae) de la region pal?arctique occidentale, 1796 (in Bulletin de la Soci?t? Entomologique Suisse, 49).
Looking to the scanned picture and to my picture I could say that is the same species, but I don't have a good exercise of the eyes...so what do you think...could be the same?

... and here my interpretation (but maybe I'm wrong)... the surstylus fits well with that of coadunatus but the "green piece" (I don't know the name) is a bit different
