Hoi Gordo,
The first thing I can tell you is that it is a member of the family
Sciomyzidae!
These are the famous snail attacking flies, who deposit their eggs on all kinds of snails! I can't tell you exactly what species it is, probably their are other people who know!

Ouch, Gerard,

The family is wrong! Though you are excused, because until recently it was in Sciomyzidae. This is a species of Pelidnoptera, probably P. nigripennis, which is now placed in the family Phaeomyiidae. The completely darkened wings are a good character.

Another 'ouch'. Pelidnoptera (at least P. nigripennis) do not parasitise snails Shock but millipedes. Grin

Indeed, in my books it is still as a member of Sciomyzidae! But, it is a good thing to learn something new every day!Grin
