I saw these flies 8.8.19 on leafes of Hydrangea. It was a kind of dancing as You see. the flies wer not more than 5 mm. In Frankfurt am Main, Germany.

I would say Milichiidae - I think the behaviour has been noted before, but I can't find any reference to it at present.
