Hello ! Aywaille (Belgium), 23/6/2019, on oak bark. Obviously no black mark between the antennas (bottom right). So, Peplomyza discoidea ? The chances for that are somewhat smaller here, at least among most fly families, but we might have a chance in phorids, cecidomyiids and sciarids, I guess. P. discoidea is just one among a dozen or so species that have their first record (or one of the first records upon publication) from the window in our museum.
