In many cases host plant is important to identify the specimen to the species level but not always the identification problem will be solved in such way... It could be a larva of Aphis sp.

It does appear to be a youngster, so may not have developed significant identification characters yet. Always worth searching around for adults (though often you need a specimen rather than just a photo!)
