Berlin - today

Hello, i just photographed this today and five minutes ago. I am not sure if it is an aphid or not. Also, is that white substance a fungus?

I think you should look at Coniopterygidae.

I appreciate your help. I've never seen one of these before. I found it on my balcony and it was difficult to spot it because the balcony walls are white. I grabbed the macro to inspect.
