Tiny wingless Brachycera

Hello! This only 1.5-2 mm long fly sat on a fence stake today (Ostwestfalen/Germany). What could it be? Sphaeroceridae? Not certain, but I think this is Elachiptera brevipennis (Chloropidae).

Of course: the head reminded me of a Chloropid (I think I see a black ocellar triangle), but I had never heard of a (nearly) wingless Chloropid! Thanks!
